As the disk rotates both points move with the same angular speed ω\omega but the point on the rim moves with greater speed because the speed can be calculated from:

v=rω\begin{aligned} v&=r\omega \end{aligned}

and since the point on the rim is at greater radius rr it travels with larger speed.
