Libel is considered a written lie that is meant to hurt someone's reputation. The media cannot just knowingly lie about what they're reporting because they can hurt people's reputations permanently. Prior restraint is a way to stop information from being made public through the media. Another word for prior restrain is censorship and it rarely ever happens in the United States because of the first amendment. There are some cases where the government needs to stop the release of information and it is usually to protect people from clear danger, and in this case they will use prior restraint.
