The Electoral College is an institution-specific to the U.S. presidential elections. Electors to the Electoral College are chosen during the presidential elections through the popular vote. Each state gets to choose a number of electors based on the number of representatives each state sends to the Senate and to the House of Representatives. The system for the most part works on the principle that the winner takes all, so it is enough to win 50% plus one vote in the state to gain the full electoral backing of the said state.
