As nations are transforming, individuals are also changing and new problems and new goals are generated to be achieved while, as well as previous goals, are reached.

The reason that goals change or are modified lies in the very development of societies and in achieving previous goals. Over time, new problems will emerge that affect countries and citizens, together with governments, decide that there are new goals that will aim to increase well-being and quality of life. Likewise, the previous goals may be modified or have a greater relevance than another. In times of recession or economic crisis, the search for or compliance with economic equity and price stability will be more accentuated than in times of economic boom.
