It is pretty simple to solve this problem, because when we look at these two molecules, we can easily say that the molecule on the left is much less stable (more reactive) than the molecule on the right. The reason for this is that the molecule on the left has two carbonyl carbons (one from aldehyde and other from the ketone) which are very close to each other. These two carbonyl carbons are both partially positively charged and because these partially positive charges are very close to each other, this makes the molecule much more reactive.
Thus the molecule on the left forms higher concentration of hydrate.
