President Wilson rejected the Allies' expansion strategy of annexing lands and territories previously controlled by the Germans and the Ottomans. As a result, the League of Nations established the mandate system to provide governing assistance to Germany and the Ottoman Empire territories following their defeat in the war. Colonies were referred to as mandates, and the country that assisted them was referred to as mandatary.
