For this concept web recall that Western Europe transitioned to Democracy and industrialization much quicker than Central and Eastern Europe due to many different factors. There were many factors that led to Eastern Europe's lag, like emperors who didn't want to give into demands or disagreements between several groups within a nation. Britain was a leader in the transition to democracy and industrialization while Russia lagged behind quite a bit due to several lingering issues. Italy was able to obtain some levels of democracy but fighting between the North and South stopped any further development. Austria-Hungary and Russia became engulfed in a feud over some land that was taken when the Ottoman empire fell apart, so democracy in those two empires was put on the back burner for the most part.
