There were many factors that led to Eastern Europe's lag, like emperors who didn't want to give into demands or disagreements between several groups within a nation. Britain was a leader in the transition to democracy and industrialization while Russia lagged behind quite a bit due to several lingering issues. Italy was able to obtain some levels of democracy but fighting between the North and South stopped any further development. Austria-Hungary and Russia became engulfed in a feud over some land that was taken when the Ottoman empire fell apart, so democracy in those two empires was put on the back burner for the most part.
