The crusty scale on heating coils of an electric kettle are because of the deposition of lime-scale on them. (This happens when water boils in a pot and the dissolved minerals in it are left behind.) Vinegar is a weak acid. This weak acid chemically reacts with limescale to form water soluble product(s) that can be washed off. This is an acid base reaction and therefore chemical in nature.
