Many southern states opposed ideas that the west should be primarily family farms. When these states temporarily left the USA in 1861, there was no longer enough opposition to block the Homestead Act.

The railroads brought in settlers and linked up settler farms with industrial centres. Trains also brought in agricultural machinery, enabling farming to adapt to the challenges of the Plains

Many open-range ranches came under pressure to fence in animals. This meant that cowboys' roles changed to ensuring the cattle had enough to eat rather than rounding them up

Annuities of food meant that Plains Indians became more reliant on the government.

The reservation agents cheated the Plains Indians, holding back annuity payments and then charging very high prices for low quality food.
