France had large debts and not enough income to pay for them, so was paying a large amount of interest. France had spent money on the navy and army, fighting foreign wars including the American War of Independence. The Civil Service cost money and the KIng spent money on the court. Marie Antoinette was accused of being extravagant but in fact she spent little money by comparison to others.
