Situation in 1969
36,000 members of the US military had been killed in the war. By May, Nixon had a plan to end US involvement in Vietnam.

Support for South Vietnam
The South Vietnamese soldiers would be trained and equipped to take the place of US troops.
Financial and Military aid
South Vietnam would still be given financial and military aid. The US air force would still continue to support ground troops.
First withdrawal of troops
25,000 US troops left Vietnam in June 1969.
Six months later
60,000 troops left six months later.

It was introduced in order to fulfil Nixon's election promises to end the war.

There was an increase in opposition towards the war back home in the USA.
Failure of Vietnamisation
Vietnamisation did not work. The anti war movement back in the US would eventually force the USA to leave Vietnam. The ARVN were no match for the communist forces.
Support for Vietnamisamation
Despite the failure of Vietnamisation, Nixon continued to support this policy throughout the autumn of 1969.
Nixon's advisers told him that if all US troops were gradually removed, it would eventually end in a Vietcong victory. Therefore it was agreed that only way to avoid a humiliating defeat was to engage in peace talks.
Nixon's foreign policy technique in which other countries were led to believe that Nixon hated communism so much, that he was planning to use nuclear weapons against North Vietnam.

The USA would honour its current defence commitments but they would not commit troops.
